| 摘要:“十五五”时期是中国造纸产业实现发展模式转型的关键阶段，亟待从规模扩张转向创新与韧性驱动，加快推进产业链现代化。本文系统剖析了造纸行业产业链现代化面临的三大现实挑战，构建了涵盖四大核心路径的战略框架，包括通过全产业链一体化构筑产业链控制力、推动产品结构高端化实现价值链攀升、促进绿色化与智能化协同耦合驱动产业转型，以及强化科技创新与产业创新协同以激活内生动力。提出了强化链主企业生态构建、完善政策协同与市场体系、深化高水平开放与合作三大实施保障体系。本文指出，推动造纸产业链现代化，本质上是系统提升产业链的自主性、协同性、创新性与可持续性，关键在于持续推动创新链、产业链、资金链、人才链深度融合，通过有效强化关键环节掌控、激发创新活力、深化数智绿色变革，最终构建起自主可控、安全高效、韧性可持续的现代造纸产业体系，为制造强国建设提供坚实支撑。 |
| Abstract:The 15th Five-Year Plan period is a critical stage for the transformation of the development model of China’s paper industry. It is urgent to shift from scale expansion to innovation and resilience-driven development and accelerate the modernization of the industrial chain. This paper systematically analyzed three major practical challenges faced by the modernization of the paper industry’s industrial chain and constructed a strategic framework covering four core pathways. These included building industrial chain control through whole-chain integration， promoting the upgrading of the value chain through the high-end transformation of the product structure， facilitating industrial transformation through the synergistic coupling of green and intelligent development， and strengthening the synergy between technological innovation and industrial innovation to stimulate endogenous momentum. Furthermore， it proposed three implementation guarantee systems： strengthening ecosystem construction led by chain-leading enterprises， improving policy coordination and the market system， and deepening high-level opening-up and cooperation. The study concluded that promoting the modernization of the paper industry chain essentially involved systematically enhancing the autonomy， coordination， innovation， and sustainability of the industrial chain. The key lied in continuously promoting the deep integration of the innovation chain， industrial chain， capital chain， and talent chain. By effectively strengthening control over key links， stimulating innovation vitality， and deepening digital-intelligent and green transformation， a modern paper industry system that was independently controllable， secure and efficient， resilient， and sustainable could ultimately be established， providing solid support for the construction of a manufacturing powerhouse. |
